The PHAS system uses the "Maintenance Work Orders" to manage the inspection process. This system supports paper based or portable computer based inspection processing. These two approaches, both included in the PHAS software, are described below:

The Paper Based inspections process is used for Housing Authorities that do not use portable (hand held or pen based) computers to perform the inspections, This module schedules and tracks the inspections in the PHAS software for both Public Housing (HQS) and Section 8.

 

 

 

The steps taken to use this module are described below. 

 
  1. Print list of all inspections due for the current month.
  2. Schedule inspections based on each inspector's schedule for the current month.
  3. Print letters to tenants and owners notifying them of the scheduled inspection date and time.
  4. Print list of units to be inspected for each inspector & day, by zip code, street, or census tract.
  5. Perform the inspection using the HLTD inspection form.
  6. At the main office, the pass fail codes, inspection date, and any pertinent comments are entered into the main computer. This information becomes a permanent entry in the unit record. For Public Housing HQS inspections, work orders can be entered on-line based on inspection results.
  7. The PHAS system will print the letters to landlords and tenants for all failed units or units with warning messages or comments. An entry will be made in each landlord's history file for each letter that was sent. The unit will then be scheduled for re-inspection at a specified interval, typically 30 days from the inspection date.
  8. If imaging is installed, the original inspection forms can be displayed on the screen along with the record of the tenant, landlord, or unit.
